form blinks and flashes with mouseover event

My form has a tab control on it.

When I move the point across the labels on the pages, the whole tab control
flashes, or maybe I could describe it as a flicker. It's very distracting,
in fact, it is unacceptable.

There are no mouse events on any control or the form.

At one point, I deleted all the lables, and then put them back in , and that
worked on one of the pages, but when I closed the form, and reopened it, the
behavior is back, and I cannot do anything to stop it.

It seems to be triggered by going over the edge of the label. It doesn't
matter whether the label is connected with a control or not.

This annoying behavior happens in Access 2003 on Windows XP, for unattached
labels that are not sitting directly on the form (e.g. they are in the page
of a tab control), and also for controls in an option group.
