Flat screen tv and pc ones aswell

How come on Flat screen tv(Same for pc aswell)when you look a diffent angel the picture looks like black and white and fuzzy.

But when you view it from a face on angel it is fine.

Normal tv monitor do not do this.
 
Maybe something to do with that flat screens are well...flat wheras what you call normal ones are curved?
