Flagging email that I'm waiting for an answer to

I'm running OL 2003 and would like a system by which I can keep a folder of
emails I've sent out for which I'm awaiting a reply.

Currently, I've set up an rule that sends any outgoing email with an
asterisk in the subject field into an "Awaiting Reply" folder. This works,
but it's bit inelegant. (If someone writes me back and I reply "Thank you",
that reply will go into the "Awaiting Reply" folder unless I remember to
remove the asterisk from the subject line.

I'd prefer something like Set a Flag and it automatically goes into the
Awaiting Reply folder, but there's no rule option for an outgoing email with
a flag.

I tried setting a flag on the outgoing message to get it into OL's For
Follow Up folder, but as soon as I sent the message, the flag disappeared
and the message was no longer in the For Follow Up folder.

Anyone know how I can set a rule to do this?

outlook doesn't support that and I'm not sure what you might find in 3rd
party utilities.
