Putting a flag on an outgoing email.

At work I have to use outlook 2003. When I send an email that I need a
reply to, I want to set a blue flag on it. [1] So, above the email in
the composing window, there is a nice 'flag' icon.

Clicking on this icon brings upa box where I can select various
options but the coloued flag box in the top right is greyed out. Can
anyone explain how to make this active please?

[1] This is a personal choice, not a corporate one. I use red flags
for things I need to action soon, green for thanks etc, yellow for
information I need to keep and I wish to use blue for those I expect
replies to.

Correct, that is a limitation in Outlook 2003. The flags you get for
composing are there for the recipient.
You'll have to set the flag manually from your Sent Items folder.
If there are specific common characteristics for emails that you want flag
(always to the same person for instance), then you can flag it automatically
with an outgoing rule.
