Flags getting cleared automatically - how to stop this?

Hello,

I have Outlook 2007 flag every email I get with a "follow up today"
flag. I do this because, as a helpdesk technician, I want all
customers email to be flagged until I read the email and manually mark
it "complete". The problem is that OL will have the following two
deviant behaviors:

1. Not all messages get a flag assigned. This is despite the fact
that I have only one mail rule: "Flag all incoming email"

2. When I read an email, sometimes OL will remove the flag, other
times it will leave the flag in-tact.

I have not been able to figure out why this happens. Though I'm
running Office 2007 now, this started when I was running 2003.

Hi there
the concept of flags in outlook 2007 is different in early versions of
outlook flagging a item was for a permenant follow up but in outlook 2007
flags are meant for a speciafic reminder for a particular task they wont
stay permenantly its by design

That's disappointing news! Any ideas on how to acheive my goal?
Basically, I want an email to stay flagged until I've responded to it
and have completed the task -at which point I will manually remove the
flag.
