Final Markup View

The help states:
"To prevent you from inadvertently distributing documents that contain
tracked changes and comments, Word displays tracked changes and comments by
default. Final Showing Markup is the default option in the Display for Review
box."

How do I make Final as the default?

It is 2007.
I did the trust center option change and I still have documents that open
with Final Markup View

I'm sure you realize the danger of opening a document containing markup in
Final Display for Review view but you can.

Do what you've already done in the Trust Center (cleared the Make hidden
markup visible when opening or saving check box). When you save the document,
make sure you have dirtied the document (pressing SPACE and BACKSPACE is
sufficient) since your last save and then select the Final Display for Review
view (Original works but is not quite as simple) on the Review tab, in the
Tracking group. The Trust Center setting will then "stick" when opening the
document on that computer or on another computer only if it has the same
Trust Center setting (that is, a cleared Make hidden markup visible when
opening or saving check box)
