Files will not start upon boot?

Hello

I have Win2000 Pro with SP 4. The problem I'm having is
that when exe files are placed in C:\Documents and
Settings\all users\start menu\programs\startup folder,
that do not start at bootup. The Win 2000 is form an image
file and is on over 100 laptops at work. From a clean
install, I see that files will exe from above dir. Any
suggestions?
I think the answer lies somewhere in the registry, but
don't know where?

Run regedt32.exe and check the Reg_Expand_Sz values of;

HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders
"Startup"
should be;
%USERPROFILE%\Start Menu\Programs\Startup

HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders
"Common Startup"
should be;
%ALLUSERSPROFILE%\Start Menu\Programs\Startup
(note: the type must be Reg_Expand_Sz)


Also check the Reg_Sz value found in;
HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList
AllUsersProfile="All Users"
