Files Errors

Hi, In contol panel/ adm-tools/ Event Viewer/i got
application mgr errors(7023)file Netevent.dll not found and
also file (7000)mtrate service failed cannot find
Netevent.dll, and that file is in Windows/system/32 why the
file is not reconnized? How can i fix these errors?....Thanks
