Error message in Event Viewer

I'm getting this error in the event viewer under the system tab:

"The DS1410D service failed to start due to the following error:
The system cannot find the file specified. "

The file in question is netevent.dll

When I do a search for this file in Windows XP, I find it in:

C:\WINDOWS\system32

Is netevent.dll being searched for in some other folder?

Could this be slowing my bootup times?

What is the DS1410D service?
