files and settings transfer wizard with multiple users

I used FAST to move files from a PC I was rebuilding (onto an external
drive). I rebuilt the machine, loaded XP fresh and then used FAST to then
load the files and settings on the rebuilt machine. It loaded my own settings
and files but not the settings of the other users on the XP machine. I know
it backed all of that up when I ran it on the machine before I rebuilt it
(yes, I watched the files transfer when I ran the wizard the first time). For
example, Outlook works fine for me--with all my e-mails and settings, but not
for any of the other users on the machine--in fact, their accounts didn't
even transfer over. Help!!!
