Files and Settings Transfer wizard

Does the Files and Settings Transfer Wizard only transfer the "My documents"
folder of the user signed onto the PC at the time when the wizard is run? I
was signed onto the PC as the local admin.

It only exports the files and settings of the currently logged on user -
yes. That user's favorties, my documents, various application settings,
desktop, start menu, etc.
