File won't delete

I downloaded a file that was a fake file. I am having trouble deleting the
file. When I try to delete the file, it won't delete saying that the file is
being used by another person or program. I have tried shutting down all
programs and tried deleting it while in safe mode. Does anyone know how I
can delete this or find out what program it's linked to so that I can get
this file deleted from my computer?

What type of file is it - the extension? Have you tried deleting it via a
command prompt?
