Cannot Delete A File

I'm trying to delete a file and Windows XP Home Edition is not letting me.
Whenever I delete a file (ONED_409.I00) and gives me an error message stating:

"Cannot delete ONED_409: It is being used by another person or program.

Close any programs that might be using the file and try again."

Ok, i've checked on task manager if there was any program running when i
tried to delete it, and there's none. I've tried closing most processes that
i can and it still wont let me. I even tried running on safe mode and still i
can't erase. I checked reg edit and there was one file that had the same name
as this one and i erased that and tried deleting the file again and it still
wont go away...

Does anyone know what else i can do to remove this file. This file is quite
large, 2GB. I need that 2GB.

Hi,

Click start/run, type CMD and click ok. Move (CD) to the directory housing
that file. Start Task Manager, go to the processes tab and kill explorer.exe
(this will also kill your desktop, but that's ok). Move (alt+tab) to the
command window you previously opened, then DEL the unwanted file from that
folder. Now go back to Task Manager and on the applications tab click new
task, type explorer.exe and hit <enter> to restart the desktop.

If Rick Roger suggestion doesn't work, try booting into safe mode (hit F8
when computer is booting). See if you can delete the file then.
