how to prevent others from deleting files if they are on a network and
everyone needs to access them
 
train your users?

depending on your network & operating system - you should be able to give
read / write & create access without giving delete access - but it's been a
while since i've played network administrator. I would suggesting posting
in a windows group that matched your operating system or in
microsoft.public.windows.server.general or similar

Just to add to JulieD's response.

Ask your IT folks to create a sharename that you have read/write/create
permissions. But the users can only read.

Until that's done, put a backup somewhere that makes refreshing that common
workbook easier.
