File Open dialog always in Detail view descending by date??

Is there a way so no matter which application I'm in, when I do a file open
to have the File Open dialog ALWAYS open in the Details view and sorted
descending by date?

it's so annoying that it doesn't remember that I've done these two things
for every sing file open for the last 12 years. UGH!

AFAIK there is no way to set this default. That's one of the by design
quirks of XP. If there is I'm sure someone else will come in with the
solution.
