file error popup: can not find SHELL.DLL

file error message: can not find SHELL.DLL keeps popping up on screen; I can
find this file extention in local drive C but either computer can't or file
damaged?? can't get rid of popup. help please.

Use SFC /Scannow command to restore missing system files:

If it not resolved:
Missing shell.dll might be an effect of malware infection.
Run these malware cleaners:
