file dp-b23011805.exe loaded on boot

A file called "dp-b23011805.exe" or "PGStub.exe" loads
each time I boot. I see it in msconfig. Spyware cleanup
programs delete it and it returns in minutes. What is
it, and does anyone have any idea how to delete it
permanently?

These are the first steps you should take:
find the file on your harddrive.
what folder is it in?
when you right click and select properties, is any further info
available?
What size is it? What is the file date?
Have you done a full system virus scan?
Try this, and select all the options:
