File download box will not open, even after changing options in File Types window

I found a couple other threads about this topic, but my problem was not solved

The File Download box no longer opens for any media file in Internet Explorer. I went into Folder Options > File Type
and started manually selecting every video and audio extension, clicking Advanced, and then checking the box "Confirm Open After Download." However, this didn't solve my problem. I tried again on a website, to download a midi file with the extension .mid The file opens in Windows Media Player, without prompting me for Open or Save As. The same occurs for ALL the filetypes i just went through and changed. Even with the box checked, I don't recieve a prompt. Looking for some help on this, thanks.
