File Associations

Using Windows XP (Home)
On highlighting a file and then right clicking on "OPEN
WITH" and then clicking on "CHOOSE PROGRAM"
`Notepad`opens automatically, displaying a window full of
garbled symbols; I am not given the option of selecting a
program.

How may I rectify this error ?

The file is already allocated to notepad. open explorer,
chjoose tools at the top, then folder options, file
types.. look for the correct extention of the file and
change what you want to allocate to run it.
