File Associations not Being Retained

I'm having a problem with Windows XP SP2 where it doesn't seem to matter what
I do, I can't windows to retain a file association to *.jpg or *.jpeg files
so that it will open with Explorer as the default. I've changed it and told
XP to use this as the default "always" when it prompts me and I've also gone
into My Computer and changed the file associations manually there but nothing
seems to stick on it. HELP!
