Faxing in XP-Can't Get it to Work with Calling Card

I am using XP Pro SP1 with all current updates. My
problem is I have to use a calling card to dial long
distance, but cannot seem to get it to dial anything but
the number specified in the dialing applications. I have
tried it with the XP fax utility and also with another
application that both allow specification of the windows
dialing rule/properties to use.

I made the specifications from Control Panel where I
select Phone & Modem Options. In the general tab I
specify a unique Location Name, Country=USA and my area
code.

I have nothing specified in the Area Code Rules tab.

In the Calling Card tab I set up a new Card Type. I also
specified Account Number 1 (my card has no account number
and only uses a PIN when I call their 800 number) and the
digits for my PIN.

When I edit the Card Type I just created, on the General
tab I have specified the Calling Card Name, Account
Number '1', and the PIN again.

On the Long Distance tab I have their 800 access number
and the following Calling Card Dialing Steps:

Wait for dial tone
Dial the access number
Wait 4 seconds
Dial the PIN Number
Wait 4 seconds
Dial 1
Dial the area code and number.
Nothing is specified in the International or Local Calls
tab.

With this being the only "Location" defined, when calling
another area code it still dials only the numbers
specified in the applications without the calling card.
I figure I'm missing some specification that says to use
the calling card for long distance but have not been able
to find it.

The only answer I've found was that you have to enable
the "Fax Service" for a specific user profile, but I've
followed the instructions to do that, and it still
doesn't work. I'm SO frustrated! Any suggestions on how
to get this to work are greatly appreciated.

I cannot say this with authority, but the feature may not work for faxes;
it does not here - and after several attempts I simply gave up on it.
