Fax using a Calling Card - doesn't dial Access Number

Been trying to send a fax using a Calling Card. Fax appears to be dialing
the recipiant fax number rather than the Calling Card Access Number. Been
through the Dialing Rules help, troubleshooting and looked at Articles
318575, 820866 and 266253.
Would appreciate guidance from someone who has this working.

Here's the problem you may be seeing and a solution for Windows 2000 that
DOES NOT WORK for Windows XP because the XP Fax Service can only run under
the System account:

Fax Service Does Not Use Dialing Rule Calling Card Information

What you can do is create a new location and set your calling card info into
one of the "To access an outside line" boxes. Cumbersome, but it works
after a fashion.
