Fax is not using Call Card Dialing Rules

Why are the Dialing rules being ignored?
I am using an administrator account under windows Xp Pro.
Calling card is properly setup & Use Dialing Rules
is checked in the Send Fax Wizzard.
Fax dials call without first using calling card info.
Call is within my Area code, but I must still use
a calling card to dial this call.

Like all of its predecessors, the Windows XP Fax service will not process
dialing rules unless the phone number to which you are sending the fax is in
"international format." Details on how to use international format to invoke
dialing rules are available here:
