Can anyone direct me to some fax freeware that will run on Win ME?

A major fax software concern of mine:

I have tried four different commercial fax programs,
including the heavies. Every one of them caused major system
problems big time. Their behavior was so eggregious that I
decided that it was better to live without them and perhaps
buy a fax machine instead.

Note that I tried using the software with three different
computers running three different versions of Windows.

Here's the problem in a nutshell:
Like far too many programs, this fax stuff assumes that it
is the most important thing in your life and in order to
install it, you have to allow it to sprawl all over your
system. It's kinda like the Patriot Act.

You know the drill, I hope: it is loaded into the system
tray as a full-time background ("TSR") program and you takes
it or you leaves it. There it sits, along with disk burning
software, antivirus and firewall (which you really do need
full-time), and other abusively-designed crap, cutting your
available memory all the time.

The real killer is the "receive fax" mode. This sits in the
background "listening" for an incoming fax call. In doing
that, it will cause conflicts with other programs (that may
call for the same memory), prevent certain unrelated
functions from working, and, god forbid, even seize your
phone line. This was the major "feature" that caused me to
hurl these programs out of my life in disgust.

In most cases, unless your have an external modem with a
power switch you can turn off, you've got to turn off the
computer completely in order to hang up the telephone! With
the recent versions of Windows, this causes a "bad
shutdown," and you've got to go through the whole Scandisk
routine just to reboot.

Anyone know of a fax program that has respect for the user?
A program that's considerately designed? A program than,
like, well, gosh, can be suspended with a flick of the "Esc"
key; you know, that key that all the programmers have
forgotten exists.

Well, if you can get away from Windoze as a requirement, I know of quite
a few sites running Hylafax http://www.hylafax.org/ on various UNIX
boxen, from dinky little Linux peecees to multi-CPU Suns.

It may not meet one of your requirements, I don't know how easy it is to
get it to let go of the modem... thinks... but it interacts with cu and
Kermit and UUCP and PPP... so I don't think that will be a problem.
