Which program are you using to preview the fax file in the outbox? If it is
not Microsoft Picture and Fax Viewer (used by default), you might just not
be able to see the otehr pages i.e the application sheet and the cover page
are both being sent, but due to inablility of some applications like Paint
to display the multipage tiff file you are seeing just the first page.
You can set the default viewer of Tiff Files to Microsoft Picture and Fax
Viewer by changing the file assocations appropriately. (Tools -> Folder
Options ->File Types in explorer).

I have installed the XP Fax program. When I send a Fax from Excel or any
other MS application and include a cover sheet all that gets sent is one or
two cover sheets with a slightly offset time stamp. When I check the
Preview Fax before sending the fax, the App sheet and cover sheet is
displayed but when the fax is sent the fax file in the Outbox only contains
the cover sheets. The properties for the fax file in the Outbox shows 2
sheets, the correct Byte size and the correct name of the App document. If I
do not send a cover sheet by removing the check mark next to "Select a cover
sheet template" then the sheet from the application is sent. I have two
separate computers running XP and they both do the same thing.
