Favorites - Access Denied, Totally Broken!

My laptop was returned from "repair" with the Favorites
Folder empty. I have the files and URLs on floppy copied
from another source to add to the folder. However, when I
attempt to copy the folders/URLs I get Access Denied
error message. The same error occurs when attempting to
add a new URL or Folder to Favorites. Simply, there is
no means to add anything to Favorites.

I am the Owner/Admin.

Check the registry setting.

NoFavorites - Disable the Favorites.
