Inactive Favorites Menu

I use WindowsXP SP2

When I click on Favorites menu in Internet Explorer:
1. No favorites displayed;
2. "Add to favorites..." does nothing;
3. "Organize favorites..." does nothing.

My favorites are listed in C:\Documents & Settings\Owner\Favorites.

HKEY_CURRENT_USER\Software\Microsoft\Window\Current Version\Explorer\Shell
Folders point to the above folder.

I tried the following:
1. System Restore
2. Reinstalled Service Pack 2
3. Verified that Favorites folder is not hidden
4. Enabled and disabled personalized favorites folder

Read this standard response, as your Registry setting may not be quite
right.

You can change the value of Favorites in the Registry in these
two keys: (ignore the second if the value is not there)

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell
Folders

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User
Shell Folders

For Windows 2000/XP:
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User
Shell Folders]
Set the Favorites path to : %USERPROFILE%\Favorites

The above should be a REG_EXPAND_SZ value, not REG_SZ

Thanks, it worked.
PS I did not know which option to use to create a new entry, but I figured
it out.
