Fatal Error and No Send-Receive Button

I can't seem to get Outlook 2003 to recognize that I've set up an e-mail
account. I go through all the steps, but I never get a send/receive button.
If I open up a new e-mail message, and then click on the "Accounts" button
within that message, I get a "Unable to complete the operation. A Fatal Error
has occurred in Outlook" message. I have uninstalled and reinstalled Outlook.
Same Result. Now what?
 
I figured. What if you disable, as a test, Norton Anti-virus and try it
again?
