fast user switching not working

I am having problems getting fast user switching to work. I go to the control panel then user accounts then click change the way users log on or off and I check the fast user switching box but every time I open it back up it is not checked. I am using admin account so it is not that. Above the fast user switching is a box checked that says use the welcome screen. If I uncheck that it automatically unchecks the fast user switching. Is there a service or something that needs to be turned on to get this working for me?

Make sure that Terminal Services and Fast User Switching services are enabled.
