fast IP Switching for winXP/2k tray utility 80k no install

After some work doing Katrina relief that involved lots of equipment
configuring via a web browser, one of our members wrote a utility that
allows you to quickly change your Windows IP address and related
settings (gateway DNS) and to re-use previous settings (after we
couldn't find something suitable). We hope others find it useful!
