Unable to get IP address from DHCP

I am having a problem getting my home network running. It has been running
previously. Recently I had DSL installed (after which the problems began I
think. I've had a lot going on lately) and the next day the MBoard on the
host PC 'died' (just a coincidence, I believe). The problem seems to revolve
around the ability of the DHCP to assign addresses.

I have trawled through this discussion group for 3 evenings, searching for a
solution, to no avail.

About my set-up:
Host PC is running Windows XP Home 2002 SP2 directly connected, via ethernet
cable, to Client PC which is running Windows ME 4.90.3000

Work-arounds I have tried:
Release and renew ipconfig on both PC's
Winsock repair procedures(as detailed by Chuck in other posts)
Download and install new driver for Host PC NIC

When renewing ipconfig on Host I get an error message: "An error occured
while renewing interface Local Area Connection : unable to contact DHCP"

The event viewer has this to say:
Event Type: Error
Event Source: ipnathlp
Event Category: None
Event ID: 30013

Description:
The DHCP allocator has disabled itself on IP address 169.254.7.140, since
the IP address is outside the 192.168.0.0/255.255.255.0 scope from which
addresses are being allocated to DHCP clients. To enable the DHCP allocator
on this IP address, please change the scope to include the IP address, or
change the IP address to fall within the scope.

For more information, see Help and Support Center at
http://go.microsoft.com/fwlink/events.asp.

It suggests that the network connections have the wrong address manually
configured but both PC's are configured to obtain addresses automatically.

Both PC's are able to ping themselves and each other on the 169.254.x.y
addresses listed in the ipconfig files below. I know these addresses should
be in the 192.168.x.y range but I'll be darned if I can find out how to
achieve this.

Also ran browstat on both PC's. The client PC returned an error message
"Error starting program. The BROWSTAT.EXE file is linked to the missing
export file NETAPI32:_BrowserDebugCall"

Below are the ipconfig files for both PC's and the browstat file for the Host.

I don't think I have any more to add. My apologies if this post seems
verbose, but from reading other posts it seems knowledge is power in the
hands of the experts in this forum.

I appreciate, and thank you in advance, for your dedication.

If you have two PCs trying to "share" DSL service, consider getting a
boardband router. These are usually a lot easier to configure than the ICS
(Internet Conection Sharing) of Windows. Some come with a warranty longer
than just one (1) year.

It looks like you do not have ICS configured. ICS will give you an IP
address of 192.168.0.1 on the host computer and will activate the DHCP
server. Try right clicking on the lan connection that connects to the
modem, select properties, then advanced. Put a tick in the boxes under
internet connection sharing. http://www.annoyances.org/exec/show/ics_xp
explains it in more details.

For the host computer the printout above should say "Dhcp enabled no" for
the host computer as this relates to the client not the server (it should
say yes for the lan connection to the internet).

After some time - a post can get to be confusing! Will try to assist - First
there seem to be "errors" relating to ipconfig - e.g. local area connection
2 IP address of 10,*.*.* (class A) does not relate to the mask 255.255.255.0
(Class C). Beaver 2 DHCP service address of 255.255.255.255 not valid. -
also, not being familiar with ethernet cable "hookups" so it may not be
important, however there are no settings listed for the PP adapter.
May be more efficient to start anew - Certify that the "host" connects to
the internet OK - - rt-click the connection>hi-light TCP/IP>select
properties>set get IP automatically. Connect client - rt-click
connection>hi-light TCP/IP>properties>select "use following address" (not
auto)>enter "198.168.0.1 and mask 255.255.255.0.
As you probably know - address in the range 169.*.*.* is a "private"
address assigned by Windows when DCHP not available - it permits
communication within the network but not outside of it - to communicate with
the internet requires a "public" address usually provided by a router, cable
modem, etc. ion addition to DHCP services Any how - good luck!

Thanks for the suggestion, Yves. The DSL modem has provision for both USB and
ethernet connections. I have had both PC's connected to the 'net by utilising
both these ports. Would I be able to set-up file and printer sharing using
this arrangement?

Hi Tony

I appreciate the time taken to respond to my problem. I have checked the
Properties for the DSL lan and ICS is checked. The link you provided does
state 'If you're sharing a DSL, cable modem, or other ethernet-based Internet
connection, the computer with the connection must have two ethernet cards
installed. (Microsoft doesn't tell you about this one!)'. Do I take this to
mean I can't have different types of lan connection. Currently the DSL modem
on the Host PC is connected via USB and the Client PC is connected to the
Host PC directly via NIC's on both using a Cat 5 crossover cable.
Prior to getting the DSL modem, I had an ISDN modem. The network worked fine
then.

BTW, I do have printer and file sharing working between the 2 PC's. The
problem is limited to connecting to the internet from the Client through the
Host.

Pinging, both by name and address, is sucessful on both PC's
