fails to launch in safe mode

Problem with launching outlook, it asked that outlook failed to start
correctly last time, and starts in safe mode. when you click yes, it does not
starts in safe mode. It creates a loop of asking the same questions. Please
help.

I have the same problem, I try to create a new profile in outlook, but it
'snt help. outlook still asking to open in safe mode

I have 2 terminal servers win2k. On the one I have installed outlook 2003 a
month ago, it has version 11.6568.6568 SP2 ant it works fine. The other just
2 days ago with the last update, it has version 11.8010.6568 SP2 this one has
problem. On both servers I use administrator user to make a test
