Fail to send fax when making international fax calling / calling c

Dear Sir,

Your help is much appreciated. I have been troubleshooting this problem for
long times and still cannot get it resolved.

Whenever I try sending fax with international number e.g. +1 (312) 123 4566,
I immediately get an error message from the Windows Fax software:-

An error was encountered while sending a fax. The service will attempt to
resend the fax. If further transmissions fail, please verify that the phone
line, fax sending device, and fax receiving device are working properly.

Just in case you need my information: I am from Malaysia. And I am using
Windows XP Pro. I am using NetoDragon 56K Voice Modem which works fine for
local call.

You extra settings may need a delay for the dial up process, to allow time
for the international connection to activate. Each modem varies in how it
does that. Look at the docs for the modem.
