Externel hard drive not being recognized

I installed a new 320GB USB hard drive and windows recognized it and said it
was ready to use. It is not shown under "My Computer" or in disc management.
When I go to devise manager it is shown and when I click properties I am told
this device is working properly. Please help!
 
Are the Logical disk manager services enabled? Try starting it and check the
disk management again. If your disk isnt formatted it wont show up in my
computer.

Have you partitioned/formatted it?

Thanks for responding.
Can't figure out how to formatt it... it says on the box that its formatted
for PC. But how can I formatt it without it being listed on my system?
