A staff member is taking a 2-month leave and wants to not only send an
out-of-office message to every email, but also to "turn off" his inbox. He
would like to not receive any emails while he's gone and his out-of-office
message will relect this. Is there a way to do this?
 
No, when you "turn off" your mailbox you don't receive any mail and thus
there is nothing to respond to with an OOF.

Does your company really just want to drop those messages? Better would be
to either delegate the mailbox or forward the mails to another mailbox.

Oh yeah, that looks professional to your customers, that you can't
manage to assign someone in the interim to handle those e-mails.
Customers always love to be told to shove off, that they are
unimportant, and that the company won't bother to listen to them
anymore.
