Explorer Issue, won't open new window or search

I have an issue that is occuring on 2 computers running Windows 2000
Professional out of at least 50 on our network. All of these computers are
running Windows 2000 Pro SP4 and have IE6 SP1 installed with all the latest
critical updates and security patches.

Here's the situation. When the user is logged on, he cannot open the search
by going to Start -> Search -> For Files or Folders. When he clicks on it,
nothing happens. Also, if he has a link to a website in an email, he can
click on it but it will not do anything. When he is in Internet Explorer
and clicks to open a link in a new window, nothing happens, however opening
this link within the same window works fine.

If I log on as an administrator, or give the user local administrator rights
on the computer, these problems go away.

Until recently, this was not a major problem at all, but we are now using a
new software package that is seeing a problem related to this. I do not want
to leave these users as local administrators, and I shouldn't have to since
all other users here have no problems like this. It has to be some sort of
permissions problem with Explorer or something because it seems like it only
happens when a new explorer window is opened by hyperlinks. Can anyone
offer some assistance?

I'm having this problem too in Win98SE. The URL is not getting added to the
address bar when the new window opens. If you click on a link that opens in
a new window the window opens with no address for it to go to. If you type
or paste in an address it goes to the page immediatly

Just a guess here ..... older versions of Tweak UI had an option
that if selected would disable Search\Find.
"clicks to open a link in a new window, nothing happens"

1. Click Start, and then click Run.

2. In the Open box, type:

regsvr32 urlmon.dll

3. Click OK, and then click OK again when you receive the following message:

DllRegisterServer in urlmon.dll succeeded.

You can also try this:

Go to Start/run, and type SFC (SFC /SCANNOW for Win2K or WinXP).
Choose 'Extract One File From Installation Disk'.
Type oleaut32.dll, not worrying about its location. Then, click Start.

Next to 'Restore From', type in or browse for the file's location, which is
probably in the Win98 folder of your installation CD-ROM (typically
D:\Win98), or in your Windows\Options\Cabs folder, as the case may be.

Then, next to 'Save File In', enter C:\Windows\System, and click OK. System
File Checker looks for the file, saves it as you requested, and then tells
you that 'the file has been successfully extracted'.

You may need to reboot.

I have followed these instructions and suggestions and have had no luck.
The problem persists.

It seems that the instructions I am reading pertain to situations where this
occurs no matter who is logged on to the computer. My problem only occurs
when a non-administrator is logged on. If I give the user administrator
rights on their computer, then they have no issue.

I am stumped.

I found a resolution for this problem. This morning, the user who was
having this issue was getting an error when opening a spreadsheet in Excel
that contained VBA macros. The error was as follows:

"One of your object libraries (excel9.olb) is missing or damaged. Please
run setup to install it."

When I clicked "Ok" I got the following error:

"An error occurred initializing the VBA libraries (32797)."

I looked this error message up in the Microsoft Knowledgebase and found
article 296114. I followed the instructions in this article for Windows
2000, which involved resetting security on the registry key
HKEY_Local_Machine\Software\Classes\TypeLib. After performing these steps,
it not only fixed the Excel issue but also corrected the issue I was having
in Internet Explorer.

I thought you might want this information for future reference in case
someone else experiences the same issue where Internet Explorer browser does
not open a link in a new window when logged on as a User or Power User.
