internet explorer doesn't open when called from email or other app

I am having a problem with internet explorer 6 on a Windows 2000 system.
Whenever I try to open a link in Eudora, or excel or any other app nothing
happens. If I open internet explorer first then click the link it works
fine. Anybody have any idea what's happening? I already changed the file
type URL open setting in the tools>> folder options to the full path to
explorer as reccomended by the Microsoft knowledge base and it didn't help.
I reinstalled IE 6... that didn't help. Another thing I noticed is that when
I try to change the default app for things like jpgs to internet explorer it
doesn't show the "E" icon in the opens with section....

Open Windows Explorer.
Go to Tools | Folder Options | File Types.
Scroll down to URL:HyperText Transfer Protocol (NOT URL:Internet Shortcut)
and select it.
Click Edit or Advanced, depending on your Windows version.
Select 'open'.
Click Edit.

"Application used to perform this action" should read:

"C:\PROGRAM FILES\INTERNET EXPLORER\iexplore.exe" -nohome
(Check the path to iexplore.exe to make sure that is correct and use the
double quotes.)

DDE should be checked and in the boxes below it you should have:

#1:
"%1",,-1,0,,,,
#2
IExplore
#3 (blank)

#4
WWW_OpenURL

URL:HyperText Transfer Protocol with Privacy should be the same.

Sometimes it is necessary to uncheck Use DDE.

If that doesn't fix it, go to Start | Run and type

regsvr32 urlmon.dll
