explorer.exe now consistantly crashes after XP SP2 upgrade

Nope. From my count there may have been 100-200 reports of this problem.
Less than 10 ever reported finding a fix for this. There are a handful
of people claiming "It is all X" but almost everyone who checks X finds
that doesn't fix the problem. At this point there is zero sign of any
progress on finding or fixing this problem.
I have installed SP2 in safe mode, updated drivers, checked for
viruses/spyware, run SFC /scannow, turned off DEP, no divx is installed on
the system.

You and almost everybody else with "The Windows Explorer Problem."
Everytime I uninstall SP2 the problem goes away. I have installed it from
download and twice on disk. Nothing appears to resolve the problem.
I also ran shexview and disabled all items to no avail.
Any help would be greatly appreciated.

As I've mentioned before, some folks find that creating a new user and
switching to that user, or booting into safe mode, will be a temporary
work-around. But one or both these don't work for some folks.

At this point if the things they have recommended didn't fix it
then I don't think you are going to see any help here.
Nobody here knows how to fix this or how to track down the cause
and it looks like nothing else is being done on this problem.

You and 95% of the other people reporting this.

If you have the time to waste on it, reinstall, confirm it is still
there, check again, then play the microsoft support game and hammer
them for a while. Who knows, a miracle might happen.

And they spent a billion bucks to make SP2 more robust against attack...
