Explorer error: " is not a valid date

On one of our machines I keep getting this error any time
explorer is opened. I've tried installing SP4 and doing a
repair and neither helped. I couldn't find anything in the
knowledge base on this. Has anyone come across this and
found a way to fix it besides reloading the machine.

What's under the Regional Settings? Check the date format
to see if everything's OK.
Re-apply all regional settings if necessary.

Reapplied all regional settings and the time. No effect. I
also ran adaware and spybot and they didn't help either. I
upgraded the BIOS and that still didn't help.
