You're playing Windows Solitaire and a card "sticks" in one of the rows. It
isn't actually there, but no other cards can be placed in that row. The game
continues, with numerous subsequent moves, while one row must be ignored.
Later in the game the stuck card disappears and the row becomes useable.
Would you suspect the video card or drivers?
If not, what would you guess to be the cause of this anomolous behavior?
I'd really appreciate some expert advice.

Drivers would not normally cause "such" problems. However, either the
video card. or the computer, in general may be "over-heating" or
having memory problems.

This sounds very serious. I have tested the memory with PC Doctor and it got
a "pass."
Would overheating be caused by a defective or dirty fan?
I note that I never have problems with any function or application other
than Windows games. I get sporadic system lockups with Spider Solitaire.
Does it seem likely that there is a problem only with the Windows games?
Should I just buy a new computer?

As a test, try lowering graphics hardware acceleration slide. You can
lower graphics hardware acceleration in Display Properties, Settings
tab, Advanced button, Troubleshooting tab. If this helps, you probably
need a different graphics card or drivers.
