Every file is corrupt!

Fresh install of Windows, and everything I download, even from MS, cites
corruption, unknown publishers, and simply fails to install. Everything.

I've tried to install Defender, "Package could not be opened.", and
literally dozens upon dozens of other files. I've tried reinstalling the
Windows Installer package, but it's cited as corrupt as well.

I can't download anything without it claiming to be corrupt, and it's
driving me insane.

Any suggestions?

Are you using Nvidea Firewall/Active armor?
If so disable/switch it off

Though it is installed, it's disabled.

I'll try uninstalling it.
