Event Logger problem

When starting up computer, the process will suddenly
stall just before desktop items would normally appear. A
small window pops up and says "Could not start event
logger" When I press ok (the only option) the desktop
doesn't appear. My only way of accessing anything is to
press Ctrl/Alt/Del and then go through the task manager.

Any help appreciated.
 
Check Event Viewer and Device Manager for errors and or non-starting
devices.

I was thinking that, but the problem is is that I have no
start button as I have no desktop items. I can't seem to
find it through the task manager option.
 
You can try manually starting the shell Task Manager|File|New Task
%systemroot%\explorer.exe

To check Event Viewer for errors. Try running Task Manager|File|New Task
eventvwr.msc

The system root option works ok. As for the eventvwr.msc, the reply is that I
dont have permission. I have found what looks like a rogue "explorer" box in
my windows-system32 folder, but it won't let me delete it, saying that it's
in use.

Whatever it is it seems to create a new dial-up number for me every time I
turn off the pc. I do delete this each time and put on the real internet
connection, but every time I log off and back on again, the rogue dial-up
number is in place.
