event id: 8033

I've been getting this problem every 2-3 days, I finally looked at Event
Viewer, System and found this entry:
Type Source Event
Information Browser 8033

The browser has forced an election on network \Device\Netb_Tcpip_
{AC040E9E-70D8-4673-9DD6-3E234B28494A} because a master browser was stopped.

You probably have another computer on your network that is being turned off
and on. If that's the case, you don't have to do anything. This is not an
error, but just a FYI message.

More: Computer A is booted. Computer B is booted after A. A becomes the
master browser. When A is turned off, then B cannot find the master browser,
and B does the election.
