Event ID#7023; Application Mgmt Svce

Running WinXP Home,SP2 autoupdating is on and all patches/updates onboard.
I'm getting Event ID#7023: Application Management Service terminated because
the specified module could not be found. Per KBArticle #328213 this is known
bug because the required Appmgmt.dll file registry setting is not configured
correctly in XPHome. I am getting these event errors each time I
uninstall/reinstall newest versions of Java. How do I obtain the supported
hotfix referred to in this MS article?
