User trying to connect to TS and receives an error message.

I check event viewer and saw this message:

"The terminal server cannot issue a client license."

Do you have a TS Licensing Server installed and activated?
Do you have available TS CALs on the TS Licensing Server?
Have you verified that the TS can locate the LS (if not, the TS will
also log an eventID 1010 "cannot locate licensing server").
What OS are your server and client running?
Has the client previously been able to connect (using a temporary
license)?

We are using Windows 2000 Server, and the client is using
XP to access TS. This is the first time the user is trying
to connect.
Is there a way to remove the temporary client license?

Probably not, but that depends on the answers to my other
questions:
Do you have available TS CALs on the TS Licensing Server?
Have you verified that the TS can locate the LS (if not, the TS
will also log an eventID 1010 "cannot locate licensing server").

Is the client running XP Home or XP Pro? Home needs a TS CAL that
you have bought and installed on the LS, Pro should get a build-in
TS CAL from the Licensing server. None of this will work if the TS
cannot locate the LS.
If the very first connection from this client was refused, then
there will not be a temporary license on the client at all. If
that is your scenario, it means that the grace period of the TS
has ended and it hasn't detected a LS. If it connected once
(receiving a temporary license), but was refused on the second
connection, then it probably means that there is no available TS
CAL on the licensing server, but there could be other reasons as
well, including network issues.

What are the numbers in the TS Licensing Manager regarding
installed, available and issued TS CALs? Is the LS issuing TS CALs
to other clients without problems?

When I go to Terminal Services Licenses, I see the
Existing Windows 2000 License Type is Built-In. Licenses
has Unlimited for Total and Available. 23 Issued.

There are no Event ID:1010 in Event Viewer.

I open Terminal Server, it has 25 concurrent connections.
Licensing Mode is per server. Properties of Windows
Server - Server Browser shows 25 Purchased and 4 Reached.

User has Windows XP Home Edition.

OK, that explains it.
The client runs XP Home, and needs a purchased TS CAL. Your TS
Licensing Manager lists only built-in licenses (which are issued
to W2K Pro and XP Pro clients). You need to purchase a TS CAL for
this client and install it on the LS.

For some reason, another user cannot access TS. User has
XP Pro. Message received: The client could not establish a
connection to the remote computer. 1) Remote connections
might not be enabled at the remote computer. 2) The
maxium number of connections was exceeded at the remote
computer. 3) A network error occurred while establishing
the connection.

All these problems are springing up. From the previous
note, we have enough licenses.

What's the corresponding EventID on the TS, if any? Can this
client ping the TS?

Same message. EventID is 1004. The terminal server cannot
issue a client license.
Users with regular dial-up can access TS, but people with
high-speed can not.
