even if i turn off pop up blocker, i cannot open chat room windows

i cannot access chat rooms any more. I think it has to do with pop up
blocked. ut even if i turn it off, when i click a link on a hyperlin, nothing
will appear. is there an additional setting i need to amend? its driving me
crazy, please help!
