Some Pop-ups Won't Go Away

I have XP Home SP 2. The pop-up blocker is turned on. Still, there are two pop-ups I can't suppress. I'll supply their URLs if you think that will help.

In addition to using IE's pop-up blocker, I put both URLs in the Restricted Zone. I also have them in the Blocked Zone of Zone Alarm.

Despite all these measures, a window still pops up with the message "This page cannot be displayed". The name of the window is "Cannot find server."

I thought the idea of a pop-up blocker is that you don't even see the window. How do I stop these windows from popping up?

I'm as ignorant about this as anyone but I have heard suggestions that
google toolbar is pretty good at blocking popups as well as others but im a
google lover.

I've heard that too. But I don't have the Google toolbar (and never did). And I don't have adware. These windows are served by web advertising companies z1.adserver.com and cibleclick.com.
