Pop-Up Blocker stopped working suddenly

My pop-up blocker on Internet Explorer used to work fine and one good day it
just stopped blocking pop-ups.
I went to where you can manage the blocker and it is set to the highest
level, and it IS turned on, it just doesnt block any pop-ups...
any feedback??

Are these pop-ups coming up on top of your current window, or behind
your current window? If they are coming up behind your window, then
these are call "pop-under" windows, which are new advertising ploy to
get around pop-up blockers. Internet Explorer will not block pop-under
windows.

it used to work fine, so they are not pop-under windows... they are regular
pop-ups that used to be blocked by the blocker...
it is currently turned on and set on high but doesn't block anything.. and
the pop-ups DO come out on top
