problems after updating microsoft windows

Ever since I updated my windows I have not been able to open any links in my
e-mails at cableone.net. In the e-mails a link comes up blue and I get the
little hand when I put the curser over it but nothing when I click. I have
turned off all pop up blockers thinking that may be the problem. Any Ideas?
The update did change the look of all the toolbars and the short cuts but I
have worked through most of those issues. But this one is driving me crazy.
Also,... I keep getting popups from "Uptown Engine" mostly yahoo singles
sites and adult chats, even when the blocker is on. When it is on I can't
navagate through my secure work site because it blocks windows from opening
up. I should never have updated. I use windows xp and my e-mail comes
through outlook express.

Go to Start/Run, and type: REGSVR32 URLMON.DLL Then open IE, Tools menu,
Options, Program Tab, and click the "Reset Web Settings" button.

Ok mark, thanks, I did the start/run and I got a popup dilog box that said:
DllRegisterServer in URLMON.DLL succeeded. so I clicked ok to close box. no
change. so I got into internet explorer tools and click reset web settings
button and still can't open a link in my e-mail. Do I need to turn off the
computer to make the change?

Also when I go to IE on my start menu and click tools, options, program tab
there is no reset web setting button. There is a list of options like: HTML
editor, e-mail: newsgroups, etc. then Internet Exployer is the default web
browser. and the mok is checked for "Tell me if IE is not the default web
browser. Under that is manage add-ons. Make sense to you?

I would run IE with no add-ins, to see if that helps. Go to start/run, and
type:
iexplore -extoff

Adding to Mark Advice read this:
You cannot open a new Internet Explorer window or nothing occurs after you
click a link

Open a run command and type in:
ipconfig /flushdns click [OK]
ipconfig /renew click [OK]
netsh winsock reset click [OK]
Reboot your computer and see if you will open any link.

Your system looks like have a malware of some kind so go through these
cleaning steps:
1... First, try to clean up your caches, Internet files and delete cookies
by doing this:
Click Start >> Control Panel >> Double click Network and Internet
Connections >> Double click Internet Options.
On the IE properties windows you will see these Taps:
General | Security | Privacy | Content | Connections | Programs |
Advanced
Under General Tab clear your History, Internet Files and Cookies.
Then click on Advanced tab and scroll down to under the Browsing Option:
[&] Browsing
[ ] Enable Third-Party browser extensions (Req Rest) uncheck this box.
Then click on Programs Tab and click Manage Add-Ons and Disable all non
Verified Add-Ons (You should Renable them later one-by-one and see the
culprit and update it or remove it.

Download the Hijackthis and send the report to one of many
forums for analysis and troubleshooting:
When all else fails, HijackThis v1.99.1
(http://aumha.org/downloads/hijackthis.zip) is the preferred tool to use.
It will help you to both identify and remove any hijackware/spyware. Post
your log to http://aumha.net/viewforum.php?f=30,
http://castlecops.com/forum67.html,
http://forums.subratam.org/index.php?showforum=7, or other appropriate
forums for expert analysis, not here.
Run disk Clean Up and Defrag in safe mode, then Open run command and type in:
sfc /scannow click [OK]
Note the space between sfc_/
