Establishing and connecting to OutLook Express Mail

I have Microsoft Windows XP Professional Operating System version 5.1.2600
I have an error message that reads pop3/SMTP FAILED. OutLook Express Mail
has to be a default setting. I need help in resolving this issue. Anyone
who can
help me I greatly appreciate your help.

Contact your Internet service provider (ISP) tech support line. They
have the knowledge to help your with this type of problems and you are
paying for their service that you are not receiving.
